The town of Templemore has a long history of flooding as it lies on the Mall River which drains a catchment area of 22km2 that includes parts of the Kilduff and Devilsbit Mountains, before flowing into the River Suir two kilometres further downstream. The River Mall (Templemore) Flood Relief Scheme is unique as it involves the diversion of the existing Mall River in the town along a newly created river channel approximately 850m in length, before reconnecting to the Mall River further downstream. The scheme design also includes for the construction of several field and road culverts, embankments and widening of the existing river channel.

The construction of the flood relief scheme commenced in July 2017 and is nearing completion. Throughout the construction phase TOBIN have undertaken the role of ecological clerk of works, whereby the brief was to attend site once a week and produce a weekly report. The TOBIN Environmental team saw an opportunity to enhance this development beyond its scope by suggesting and incorporating ecological enhancement measures that would improve and support the biodiversity of the local area.
